He has a record of experience in local government matched by few members of the legal profession from volunteer service to business owner to elected office and government employee. A strong advocate of children and management rights when entrusted with the interests of his neighbors on a school board. Mr. Horn moved to the other side of the negotiating table just a year later to become a strong and reasonable labor leader. For more than a decade, through innovative negotiations and broad-based changes, the expectations of a battered workforce and a dysfunctional municipal bureaucracy were reformed.
